Italy's National Telephone Directory System (ETNA)
The new regulations from Italy's Ministry of Interior and Data Protection Authority requires all telecoms operators provide the country's law enforcement authorities with electronic access to end user data (see Italian Data Protection Authority Policy Opinion, Measure No. 244). The Italian Department of Public Security's Data Processing Center has created a computerized National Telephone Directory system (ETNA) for authorized law enforcement inquiries such as to help police investigate crimes, terrorism and other emergencies.

The new system is set to be implemented on 1 November and every Italian telephone number assigned to an end user must be included in the ETNA directory.

The directory requires end-users to provide the following details for all new Italian DIDs:
For individual end users
1. Name and address
2. Tax ID/Code*
3. Birth date and location
4. Nationality
5. Photo ID along with ID number, issuing authority and issue date

For business end users
1. Name and address
2. VAT number**
3. Signatory details***

* The national Tax ID/Code of the end user. For Italian residents, this is the Codice Fiscale. For UK residents, it's a National Insurance Number. For US residents, this is the Social Security Number.
** For businesses within the EU, a VAT number should be available. Those outside the EU can use their company registration ID
*** These are the same as the individual end user details listed in the table above. The signatory is the person that signed the contract or ordered the service on behalf of a business.

Please note: Geographical numbers require a valid address within Italy, while toll-free and national numbers (when available) can be registered to any location worldwide.
Why does the Italian government require this information?
The Department of Public Security in Italy is creating a National Telephone Directory (ETNA) system to help the police investigate crimes, terrorism and other emergencies. An automated directory eliminates the need for police to send legal orders to providers and then wait for responses. So the ETNA system will ultimately save time and resources for the police, operators, and end users.
Why aren't other DID providers asking for this information?
ETNA Regulation requires end user details for all Italian telephone numbers by Nov 1st. That means every provider with Italian numbers needs to request this information from its customers. If they don't, their number assignments could be revoked.
What will happen if we don't provide end user details for a number?
The new regulation requires that every Italian telephone number assigned to an end user be included in the ETNA system. If you don't provide the relevant end user details for Italian number, the local carrier will block the number from receiving calls until ETNA required information is received, reviewed and approved. We will keep the number in your account so it can be immediately reactivated once it's compliant.
Does the end user need to have an Italian address?
For geographic numbers associated with specific regions, an end user address in Italy is necessary.
Who is the signatory?
The signatory is simply the person that signed the contract or ordered the service on behalf of a business end user.
What is a Tax ID/Code?
The national Tax ID/Code of the end user. For Italian residents, this is the Codice Fiscale. For UK residents, it's a National Insurance Number. For US residents, this is the Social Security Number.
Why is a VAT number required?
Any company doing business in the European Union needs to obtain a VAT registration number. A VAT number helps identify a company that's operating under a trade name or whose name is similar to another company. If a business end user has been issued a VAT number, it must be provided. If a business end user hasn't been issued a VAT number, it's not mandatory, but a local company registration number is required.

What happens after I submit the information?
The information provided will go through manual review/approval process by our team first and then by the carrier. If the information is accepted it will be automatically added to ETNA directory. If information is rejected then you will be notified via email with rejection details and you will have a way to correct the information and resubmit.
